Domenic D'Andrea, P.E., PTOE, Southwestern Pennsylvania Commission
As Manager of Transportation Operations and Safety Programs at Southwestern Pennsylvania Commission, Dom is responsible for work program elements such as the Congestion Management Process, the Regional Operations Plan, the Regional Safety Action Plan, the Regional Traffic Signal Program, and regional ITS Planning and Implementation. Dom is a registered PE and PTOE and has over 30 years of experience in managing transportation capital programs, projects, and studies in the Pittsburgh region.

Dom is a current board member of ITSPA and is chair of the Membership Committee.  Dom also previously served on other ITSPA committees and also held the positions of ITSPA Vice-President and Secretary.

Dom's three goals for ITSPA:

1. Have ITSPA become more involved with PA universities and collaborating on improvements and changes to education and training required for the ITS practitioner
2. Expand ITSPA membership to include industrial sectors that are currently not well represented in our membership
3. Work with ITS America to bring a national or international ITS event to Pennsylvania again

Dan Farley, P.E., Pennsylvania Department of Transportation
Dan oversees the legislation, regulations, standards, and policies, and guidelines as it relates to Work Zones, Traffic Management Center Operations, and Traffic Operations Systems and Performance. Dan has been with the Department for 16 years in various roles and has developed the ARLE Funding, Green Light-Go and AWZSE Programs. Dan has also been a member of the NCUTCD and is a 2011 Graduate of the Operations Academy.

Dan is currently a committee member and coordinates ITSPA's annual scholarship program.  He has also served in the past as both a committee member and committee chair/co-chair.

Dan's three goals for ITSPA:

1. Establishing a technical training group to improve ITSPA technical knowledge of new and innovative technologies.
2. Continue to improve the relationship with ITSPA and the public agencies by providing feedback as well as guidance as to future efforts.
3. Look to improve opportunities and methods to better provide technical materials to ITSPA members.

Mark Kopko, Pennsylvania Department of Transportation
As Director of Transformational Technology, Mark's duties include managing all activities related to emerging technologies such as automated vehicles, connected vehicles, platooning vehicles, and personal delivery devices. In addition, he also lead the development of the PennSTART facility and support activities related to UAS, hyperloop, broadband, mileage-based user fees, and electric vehicles.

Mark is involved with ITSPA through PennDOT's agency participation and is a frequent presenter at the statewide annual meeting.  He is also currently coordinating with ITSPA to develop the 2021 PA Automated Vehicle Summit, Automated Vehicle Event Series, and the Automated Vehicle Task Force.  Mark has also participated on the ITSPA Awards Committee in 2017, 2018, and 2019 and also assisted in the development of the Automated Vehicle Summits in those same years.

Mark's three goals for ITSPA:

1. Increase Coordination – Convene forums to promote engagement and collaboration with the public and private industry.
2. Increase Education – Engage its members and provide much need resources to stay abreast of changes and advancements in the transportation industry.
3. Identify Best Practices – Work with ITSPA members and other transportation stakeholders in Pennsylvania to identify and share best practices and lessons learned to avoid redundancy.

Mike Pack, EIT, Pennsylvania Turnpike Commission
Mike worked for PennDOT for 17 years, including District 5, Central Office and District 6. He Joined the PTC team in 2015 as a Senior Traffic Operations Project Manager, and wsa promoted to Manager of Incident Management and Traffic Operations in 2017. Mike has experience in ITS, Traffic Ops, Incident/Emergency Management, and Traffic Engineering.

Mike is currently the ITSA CVX Task Force lead, and has also served as both a committee member and committee chairperson.

Mike's three goals for ITSPA:


1. Serve as the PTC POC for ITSPA and continue to assist/attend/speak at ITSPA events.
2. Assist in the coordination with ITSA regarding CVX changes / initiatives.
3. Provide support to committee's as needed. Fill the role of committee chair/co-chair as terms end.​
